In response to your questions; the VOB files contain the video & audio streams so they are the only ones you need to convert. The IFO files contain information telling the dvd player which is the first VOB file to be played, number of chapters etc.. The BUP file is a backup of the IFO file. If you are editing your video the IFO & BUP files will become obsolete. If & when you burn a new dvd from your WMV file then your burning software will create new IFO & BUP files.

I have a Mac OS and I need this movie and I need to find a converter that converts .VOB .BUP and .IFO in .avi or .mov, but I would really like a free converter with no sign ups or watermarks.
Hi. Now the next step: I got the video as the bunch of .vob, ,ifo and .bup, AND - the subtitles as a separate file in the format .srt.
Didn’t find any way to get the subtitles running with the video at all. (WinXP home SP3)
