Cannot make WMV Codec work properly

I’ve developed a video monitoring software that can handle up to 20 cameras per computer. Up to now, I’ve been using a DMO JPEG codec and it has worked woderfully (it can actually grab 20 video streams at 15fps and write to disk without a hitch). My client has now requested LIVE video streaming thru the internet and this Codec does not support that.

I’m trying to use the WMV format, but this format can’t handle even 3 cameras recording at the same time. From everything I’ve read, I’m pretty sure it should be able to do this. Anybody have a clue?
