I have for folders with bin & cue image files. I would like to join all four files together to watch the movie from my hard drive. I would also like to burn the files onto dvd for viewing on a conventional dvd player.
Also, when I open the bin files, I get four folders,
EXT, MPEG2, SEGMENT, and SVCD. What are they for.

EXT, MPEG2, SEGMENT is the structure of a SVCD. What you need is to get the MPEG2 file. You can do this by using VCDGear, to extract it:

Once you have all 4 files extracted you’ll need to join them using something like TMPGEnc (http://www.digital-digest.com/dvd/downloads/tmpgenc.html) and perhaps you DVD burning software will have options to convert the files into fully DVD compliant MPEG2.
In my opinion most of the conversion processing is not worth it (very time consuming). In the end you’re only getting SVCD quality (maybe even lower than SVCD quality). You certainly won’t get 5.1 channel sound.
Also keep in mind that as you’ve got a very large file - 4CD SVCD, it might not even fit onto a single DVDR, once it’s been processed, because in the end to make the file fully DVD compliant it’ll increase in file size by a lot.
I guess you could just make a very large SVCD MPEG2 file joined together. This would be the best way to go.
