It’s annoying that Abode Premiere doesn’t support importing MTS, AVI, MP4, MXF, MKV, WebM, MOD, DIVX, FLAC, OGG, etc.
In order to successfully import MP4, AVI, AVCHD, MOD, MXF, WebM, DIVX, MTS, FLAC, OGG, etc video and audio files to Adobe Premiere, a highly recommended solution is to convert them to Adobe Premiere more popular formats like AVI, MOV, WMV, MP3, and M4A, etc with Faasoft Video Converter.
Check if V1 and A1 is blue. you can find them next to the lock, in the side of the editing panel. if they aren’t checked, the video will not apear.

I use MacX Video Converter Pro. I like its fastest converting speed even with batch converting list.
Change the Play playback engine to software only in file>project settings>general>renderer>Mercury Playback Engine Software Only :P

This issue is nothing to do with codec or anything, it is simply the blue video on/off the select bar on the left of the timeline
On the left of the timeline, there are 2 columns on either side of the padlock button, the V1 on the left column should be highlighted Blue (not unselected and grey)
If it is grey, then this is the reason video will not drag onto the timeline, Premiere obviously defaults to this after a period of time or something - very odd.

Both AVI and MP4 is container format. If it includes unsupported video or audio codec, it will fail to imported to Premiere Pro. In this case, we had better convert it to Premiere more supported video format with the help of Avdshare Video Converter
