but i have not been able to locate it for download.
i found only instructions (and bad links) to the installer:
Click here to download a new runtime pwrinst.zip (1.16Mb). You just need to download it and then open the file with Winzip. Once the file is “unzipped”, double-click it again to start the “Power!Video” installation program.
Click here to download a Zip file (92K) with the two files needed to run “Power!Video”, one DLL and one Driver, and proceed with a “manual” and faster solution.
Copy the files PVEZ32.DRV and PVEZW32D.DLL to the directory /SYSTEM in your working 'WINDOWS' directory.
Then open the file SYSTEM.INI (with notepad) and in the section labeled [drivers32] add the following line: VIDC.PVEZ=PVEZ32.DRV
so be on the lookout for the following files:
pvez32.drv
pvezw32d.dll
pwrinst.zip

I found those instructions on the web archive too.
Apparently there’s also a QuickTime version of the codec.
Can’t seem to get a hold of the codec files anywhere though.
I even tried to contact some brazilian forum to get a hold of it:

but got no response. (I saw the person who posted the hijack this log here http://www.linhadefensiva.org/forum/index.php?showtopic=71792 had the codec among their files)
I had no idea PVEZ had any relation to Duck TrueMotion though.
