Do these 'DVD quality' sites actually duplicate DVD quality?

When a site says ‘Download DVD quality movies’ what programmes do I need in order to burn to DVD, a ‘DVD quality movie’ using a MAC OS X.

This may sound a bit weird but you require toast.
