missing cue file in rar/tar file

i know this has been mentioned before, but i may be missing something and i’ll try to keep this as breif as i can.
only in the last couple of weeks, i’ve noticed “files” are being packed differently. for ex. i loaded a movie in tar format, which is nothing new, and in that file there are 3 seperate files for the movie, which also is nothing new. both 1 and 2, when upacked, include the bin and a cue which is easily dragged and dropped and ready to be burned, but file 3 does not have as many sections as 1 and 2, they have 50, file 3 only has 39, and when that is opened and ready to be extracted, the bin is there but with no cue, so i’m unable to drag and drop the bin, like 1 and 2.
i also know i can just load the original file into nero and burn that, but the “sections” are out of order, ex. some of the scenes at the begining of the movie are in the middle and there are also scenes after the credits roll and so on.
but when files 1 and 2 are extracted the same way as i’ve always done before, draging and dropping, everything is in order and in it’s proper place.
the file(s) in question are from a “place” i’ve been visiting for over a year now with no problems except as i say in the last couple of weeks, and i find it hard to believe that they don’t know what they are doing by not packing the files properly or not packing everything needed on purpose.
i have tried alcohol, cuemaker, cueator, vcd, daemon and also manually creating a cue in notepad as mentioned in other threads with no luck.
i appreciate everyone’s time and replies to this question.

I have a Cue Generator all u do is select the bin to use and it makes cue not sure if it helps email me at stag606@yahoo.com i cna send via email or however you wanna do it
