Stopping avi playback on last frame

I need to stop an AVI playback on the last frame. Is there a media player that allows this or can this be coded into the avi.....or is there another format I can convert to that will allow this such as wmv? If so, where can I find a converter to accomplish this? My back is against the wall on this and any help would be greatly appreciated...
