Burning B&W why do they freeze ?

Burning B&W films (on VHS to DVD) of the 30’s & they “freeze” @ 75% or better on playback the discs used :
hp invent dvd+r 8X , 120 min video ....software used : Pinnacle STUDIO AV/DV version 9 ....
I download VHS to hard drive & burn to DVD from that point..
the playback software : POWERDVD

What gives ?
