I have unlimited CD’s, 700mb, so if it could break down into two or three file’s i would be most happy, but if there is a way to just compress it without destroying the pic and sound so it fits on one disk, that would work two.

Winrar compresses and splits files to whatever megabytes you specify. Compressing I don’t know if the quality would be degraded.

Can’t you just start a new thread instead of reviving one over 3 years old?
Anyway, to answer your question, depending on what you’re trying to split, winrar may or may not be the answer.

If you just have a random file that happens to be 1.4GB and you need to split it (for archiving - because chances are when files are split like that you won’t be able to open them), you can use MasterSplitter, HJSplit, or WinSplit. Use the same program to recombine the sections and get the original file back.

If it’s an AVI and you’re trying to play both halves, read this topic http://www.moviecodec.com/topics/4540p1.html (use Nandub instead of VirtualDub if you get a VBR audio warning)
If it’s an MPEG, read this topic http://www.moviecodec.com/topics/34743p1.html (you may need to adjust to MPEG-1 Program for stream, or whatever type your MPEG file is)
If it’s another video file type, get back to this thread.

If you insist on using WinRAR you have to take this consideration: is the file already compressed? If it’s something like video data in DivX or H.264 (super-highly compressed already), you’re not going to need to compress it any further; as a matter a fact, but using WinRAR’s default compression settings you’ll waste a lot of time trying to compress with little to gain.
So how do you do it? Right click your file, click 'add to archive' (it may be under a sub-menu). If you expect you can compress it a bit, use 'normal' or better for 'compression method'. If not (as in super-packed data already), use 'store' for 'compression method' (this is super-fast, but doesn’t do any recompression).
Under that you’ll see a box that says “Split to volumes in bytes”. Just select CD700.
Then voila... just sit back and let WinRAR do its thang!
