Problem when DVD play's VOB

I turned AVI into VOB’s and burned them into a DVD yet when i insert it in either normal TV-DvD or PS2 DvD it gives me the same thing,incorrect cd or smthing like that..y?

I used winAvi to make the .avi’s to Vob, and used Nero to made a DVD-Video File,there i added everything that was created to vob icluding some other files (not VOB but some that appear when making avi to vob),so when i put it into the TV-Dvd it says incorrect disc and when i play it on PS2 it says it doesnt match tv smthing.
