.bin/.cue - Can i open my movie on my computer?

I got a movie with only a .bin and a .cue file. does this mean the only way to run the movie is to burn it to cd? does anyone know of a program that basically makes the video play on my computer. maybe something along the lines of puting the .bin and .cue together and making an mp4 (or any other video format)
