i am using cabinet file (.cab) written in VB6, and its a website published.
then i run this website on IE6, and IE7 on many Pcs..
I don’t understand this at all. You have to explain what cab file you’re working with and what “website” you’re talking about.

same problem happens, even if the pc doesn’t have codec at all,and i have tried to play wmv vedio file.. but same problem still happened...
Is it wmv or avi files that cause the crash?
Why are you using Internet Explorer to play an avi?

My first step would be to check if you have bad memory (especially if the crash repeats at the exact same address). Go to
http://oca.microsoft.com/en/windiag.asp and click on “Download Windows Memory Diagnostic” and download and install it. It’s the same program as the one bundled with Windows Vista. It’ll be in your start menu and when you run it, it’ll restart the computer and scan your memory.
Did you do any of this?
Did you find out what the specs of the file that crash are?
and post the information of the files that crash here
Did you run the event viewer? (click start, run, then type eventvwr.msc) In the application and system logs, when you double click the event for the crash, what is the detailed message?
If you don’t answer any of this I’ll lock the thread.
