I got 2 mpeg files off a vcd and i was wondering what the best program to join them is

You could try tmpgenc. The free version is at tmpgenc.net (not .com - that’s the pay version). Go to file, mpeg tools, then choose the merge & cut tab. For type make sure you pick video-cd (I don’t know the difference between standard and nonstandard, but you can test and try to find out). Then the rest of the interface is pretty intuitive.
