This one was HARD to find!
So far, I haven’t been able to find a standalone or *compact* installer, but if you really need to play back that audio/media file, here are the steps.
tag 120 is Philips CELP
It comes with certain Philips products, in particular the SpeechMike line (a bunch of voice recognition/dictation products I think).
- Go to
http://dictation.philips.com
- Pick your country.
- On the left pane choose 'Support Center', then 'Software Downloads'
- On 'Desktop Dictation' pick “SpeechMike Classic”. Then click the arrow. I know there are others that may lead to the same, or perhaps shorter downloads, but this one definitely works.
- Download the “SpeechMike Classic/Pro/Barcode Driver & Utility Software V2.3/160”. It’s gonna be a while: it’s 117 MB!!!
- Run it (or extract it with winzip/winrar/7-zip and run the file named setup.exe in the setup folder). Pick Manual Installation, and make sure Drivers is selected.

know this works, because the zip file contains a folder named TestData with a file named T_CELP.WAV which is a sample wave file encoded in tag 120 (you can easily check that with gspot). I wasn’t able to play the file prior to installation, and it played just fine after.
I know the installer installs a lot of things you don’t need besides the codec, but at the moment, that’s the best I could find.
Perhaps someone could send Philips an e-mail asking them to create a small installation program just for the codec.
If you want to clean up (aka uninstall the program to save space, BUT keep the codec) get back to me in this thread. I can give you steps (it’s kind of lengthy). If you’re an advanced user and know how to do it, the file of interest is smcelp32.acm, and the registry string you’ll need to add is “msacm.smcelp32” without quotes.
