anonymous Guest | .cue/.bin files form a cd image (like .iso, .nrg, .img, .cif, .mdf/.mds, etc) . You’d burn that with a cd burning program such as nero (not all cd burning programs support the .cue/.bin image format though).
You seem to be confident the contents of the file is mpeg. I would guess it might be a vcd or a svcd (as opposed to a data cd with video file(s) in it). If you just want to play it without burning it (or you don’t have a cd burner), just use videolan.
For mpeg editing you’d want a tool like flaskmpeg or tmpgenc (the free version is at tmpgenc.net, not tmpgenc.com), but I’m not 100% sure if those programs can read directly from the cd image.

anonymous Guest | I should add: if it’s a data cd, just use isobuster to extract the contents (in case you don’t want to burn it that is).

scotty Guest | there is a tool called vcdgear that will convert bin cue files to mpeg or u could use svcd2dvd if you wanted to burn the film to a dvd.
