Which SW 2 use 2 automatically detect chapters in an AVI and burn DVD?

Hi, all - hope you can help. I want to find a software that opens my AVI, detects the chapters, creates the DVD main menu with them and burns the DVD. Is there such thing? I have my AVIs downloaded from my camera, each AVI is one hour long and contains mini “chapters” from each time I stopped and resumed shooting. I want those to be the chapters on the menu. So far I’ve tried a full version of Nero 6 with no luck, it won’t detect the chapters. Funny thing is: Windows Movie Maker does (yes, a MS bundled product!), but it won’t burn the project into a DVD. Help!!! Thanks.
