You should state what platform you’re on. I’ll assume you’re on a Windows PC. (If you’re not, get back to us, and we’ll try to give you different directions.)
Play it: I’d recommend Media Player Classic (http://sourceforge.net/projects/guliverkli/) or VLC (http://www.videolan.org) (both freeware).
However, some people insist on playing such files back in Windows Media Player; in that case, they can obtain an MPEG-2 decoder (usually commercial) or DVD software. Some popular decoders include the Elecard MPEG-2 decoder (http://www.elecard.com/products/products-pc/consumer/mpeg2-decoder-plugin/) and the Lead one (http://leadcodecs.com/Codecs/LEAD-MPEG-2.htm). There’s a free open-source one here http://sourceforge.net/projects/gplmpgdec, but it won’t play encrypted VOB’s. Finally for compatible DVD software, you can use any commercial players (PowerDVD, WinDVD); Microsoft’s site lists a few compatible ones here.
Convert it: You should be more specific about what you’d like to convert it to. For example if you wanted to convert it to AVI, you could use VirtualDub-MPEG-2 (http://fcchandler.home.comcast.net/stable/).
