Video is Bigger than "tv viewable area" problem

i’m having an issue with making dvd video out of some files i have that are subtitled. the conversion and burning go fine, but when i play the dvd on the tv, the picture seems “too big” to fit on the screen. in other words, the top, bottom, right, and left sides are cut off (including the subtitles). is there any way to fix or get around this?
