in a video camera also should there be a video codec, if it is so, that codec should very small in size and have high performance. are they in software level or hardware level. so what are the available software video codecs for cameras and mobile phones..? are there any open source applications for this..?

What are you trying to do? If you’re wondering how digital cameras capture their video, it’s all done in hardware (chips). Of digital camera movies I’ve seen, codecs in use include MJPG (Motion JPEG), MPEG-1, MPEG-2, MP4S and M4S2 (Microsoft ISO MPEG-4 versions 1 and 1.1), DivX (DX50 - usually Pentax and Casio), Photo JPEG, H.263, or Apple MPEG-4; these are usually in AVI ,QuickTime (MOV), or MPEG containers, occasionally in ASF.
I’m not very familiar with how cell phones do it, but I’ve seen some H.263 vids; 3GP and MP4 also seem more popular containers in that dept. A few cell phones that capture pics only can be made to capture videos (I think one such software was ETI camcorder for symbian phones - it captures a bunch of pics one after another to make them into a video).
More sophisticated portable devices that run actual operating systems (windows ce, symbian os, whatever) can actually download and run software codecs. google for more info on those.

This is beyond the scope of this site. You might want to ask the people at doom9.org or multimedia.cx. They have much greater codec expertise at the programming level.
