I downloaded the 66MB file you linked to (man, the lengths mods have to go through to help others!) and it’s a Windows Media file (.wmv) with the Windows Media Video 9 codec (fourcc WMV3).
There’s two possibilities.
If you’re streaming the file (and given the high bitrate), if your connection chokes at some point, it’s bound to make playback choppy. Solution: download the file to your hard disk and play it offline. I url’ed it here: http://www.tunedbycft.com/videos/cft@atconhra2007.wmv Right click and choose save as.
The other possibility is that your CPU may be outdated. I have an Athlon XP 3000+ (2.1 GHz), yet when I look at the Task Manager during playback, it’s taking anywhere from 20% to 40% CPU usage. If you have something like a Pentium III or K6-III, it will most likely choke. Easy way to check is to right click on a clear area of your taskbar and choose task manager - look under performance - if CPU usage is 100% when you play the video then the CPU is choking. Some codecs are just processor-intensive (DivX 5, Windows Media Video 9, H.264). High definition video is also processor intensive. There’s not much you can do if you have an older processor. Perhaps you can try to allocate as much CPU power as possible to playback by closing all other programs, close file sharing, IM’s, anything in the system tray. Also if you have the option of requesting the videos from the source, you can ask the person to encode the video at a lower resolution (the vid in question was 640x480 - if you can get it encoded at 320x240 for example you might be able to play it without dropping frames)
