You can’t use that logic, Naruto has the Kyuubi, which is about 8 times stronger then the Shukkaku.

I though they were all about the same strength but with different numbers of tails.
The more tails the Demon has the greater it’s power is, that’s why the Kyuubi was the most dangerous of the Demons, supposedly each tail holds a fixed amount of power and each demon has a fixed amount of tails, with the exception of the Fox. Kyuubi grows a new tail every 10,000 years, and with every tail he gains he gets a boost in strength equivalent to how much power one of his tails holds.

Honestly though, as per the usual rules of a VS match, Gaara is little more then a normal human who can control sand.
In case Weeman hasn’t read far enough I’ll type this next part up in white, highlight to read, Weeman, if you’ve read the Rescue Gaara arc then feel free to highlight and read or if you just don’t care about these spoilers then read anyways.
Gaara lost his inner demon and died earlier in the manga. He was revived by Chiyo, but he was considerably weakened. So the recent Gaara is no more then a human that can control sand, something which Toph can do, but probably with more precision. She couldn’t however control Gaara’s sand because he mixes his own Chakra with it, and I’ve always believed that a Ninja has more control over their own chakra then a bender does their element.
But the point is that Gaara lost the Shukakku, so Toph probably has a much higher potential to win. The reasoning is that Gaara doesn’t have his auto sand shield and his control over the sand is greatly diminished. He’s a slow moving character and doesn’t know much Tai Jutsu. Really, without his Demon... Gaara is a major pushover.
But what makes you think someone controlling an element with chakra would have more control than a bender sirectly manipulating the element...?

I meant just Gaara’s special sand, he infused it with his own Chakra, so unlike normal sand it’s pretty much a part of him. If Gaara used some sand off the battle field, then Toph could probably reverse that because it only contains a minuscule amount of Chakra.
However, some jutsu are actually pure chakra that take on the properties of an element, Sasuke’s great fireball justu is a prime example. He whips his own chakra into a state similar to fire and breathes it out. A Firebender wouldn’t be able to control it because it’s chakra no fire.
But the reason I think that a Ninja has more control over their chakra then a bender does their element is because of the precise control a Ninja must have to perform jutsu. For example, when Ebisu was teaching Naruto to walk on water, he said that it could be difficult for Jonin to learn because of how much control you must have. Too much chakra you push the water away and fall in. Too little and you don’t have enough there to support your weight and you fall in.

Yeah, maybe more control over their chakra, but not more control over an element through chakra...
But the thing is...chakra in Naruto is different than chakra in avatar...in naruto...it’s some sort of energy...but in avatar...they’re more like individual things....chakras...and seem more comparable to something like the 8 Gates...cept with more...
Really, if they’re controlling an element through Chakra then they probably won’t have more control. But as previously stated, some jutsu don’t actually use real elements, their chakra takes on the properties of a specific element.
Gaara wins for sure. He can float on a cloud of sand and Toph wouldn’t be able to sense him. Toph has difficulty bending sand so she won’t be able to turn Gaara’s element against him because his techniques cause massive scale damage. Gaara can crush to rocks around Toph and turn her bending source into sand for him to use. Don’t get me wrong Toph is good but against Gaara there is no contest at all.
