AVI framerate confusion

I have an AVI that plays just fine in all media players at NTSC film standard (23.976 FPS) using XviD and PCM 48,000 Hz. I try to reencode it to an MPG2 compliant stream and it seems as though the conversion thinks the AVI is 30 FPS and is reducing the framerate to 24 FPS. But how can it reduce the framerate from 24 to 24 unless the framerate is 30? I encoded the AVI using VirtualDub, which says the framerate is indeed 23.976 FPS. If I try to change the framerate to 29.98 for the MPG conversion, the same thing happens. What could be wrong and what could be done?
