I also got a Format Tag 401 error when playing a file. I fixed it by downloading klcodec220f.exe from this site:

http://www.kazaalite.tk/

It also fixed a few other mpegs that I had that were broken.

The http://www.kazaalite.tk/ site is no more.
Try ftp.isu.edu.tw for klcodec220f.exe file
