MPEG2 can be played back fine in VLC (www.videolan.org) or MPlayer Win32 (http://ftp3.mplayerhq.hu/MPlayer/releases/win32-beta/)
There is also Stinky’s MPEG2 codec which can be used for encoding.
Both the following contain Spyware, although you can download both from the main DivX site etc:

To have spyware not be installed you need to BUY them from the DivX main site.
Conceivably you could put together you own Codec Package by downloading the codecs from the sites, and zipping it up.
Or you could just go to the sites and download the codecs you need at the time
