Special Video Editor Needed

I had some 8mm film that was converted to DVD. It is in VOB format.

The problem I’m having is that certain segments of the video are very dark and need to be lightened up.

What I’m searching for is software that supports VOB and will allow me to do brightness and contrast adjustments to certain segments.

PLEASE, if you know of any software the will FOR SURE do the job, let me know ASAP. I need to get this project done in short order. It’s for a gift!
