split .cab files

Very basic question:

I’ve downloaded a file which is split into more than one .cab file and needs to be extracted back into one single file. The first folder has a file icon inside, but the subsequent ones don’t - though Windows Explorer identifies them as being a certain number of megabytes in size, so presumably there is data in them? Is this normal? WinRAR is able to extract the first folder’s contents, but cannot extract from the subsequent ones (or possibly cannot find anything in them to extract).

What’s going on here? Am I going to be able to reconstruct the full file?
