Cannot watch high bitrate (96 kb/s) rmvb file

Hi! Can anyone suggest a solution to watch a high bitrate rmvb file on Media Player Classic. I have d/l and installed all the necessary codecs. I am also able to watch movies with a bitrate of 64kb/s.

FYI - The file i am unable to watch is on a playback of 25fps, stream at 518kps.

Please suggest if there are any tools i may use to lower the bitrate.
