Software for best quality DVD picture capturing

I am looking to capture pictures from DVDs of celebrities in casinos (or playing poker)for my gameroom. Like the movies Casino, Rounders or Ocean’s 11 for example. What software program will get me the best quality picture? I tried a quick version with my OEM software and it wasn’t good. Any suggestions of software and possibly a good solid printer under $300ish that could print sharp 8"x10” pictures (mainly in black and white). Thanks for you time, Steve.
