rar files have either been compressed or split using winrar,which is what you have to use to join them back togher or uncompress them
b.c usually means they are torrent files (bit comet)also when you see it tagged onto a file it means the file is in complete

b.c! after a torrent file means it is incomplete you cannot use until it has been completed at which point b.c! will disappear
rar files are file which have either been compressed or split using winrar,
