Help needed with MTV format using vbs and mp3, not .MTV

A friend of mine has an mp4 player that plays, supposedly, mtv video files.

However the converter supplied actually creates a .vbs and a .mp3 file, both needing copying to the player to watch the video.

The program is called mtvkit and sits in a folder that calls itself “merrylong”. I tried making a standard .mtv file but it won`t play. Does anyone know of an encoder that would recreate these files but maybe let me choose the screen size and quality as currently the converter makes a 2 minute trailer into a fourteen megabyte file.

Any help appreciated
