Converting OGG to Lame Mpeg 3 or Wav file

I am having a great deal of difficulty finding a converter that can actually convert from OGG audio codec.

I can extract the audio with virtualdubmod but cannot find a program that actually works that can convert it.

Can anyone help me out on this?
