Navigating Audio/Video Files

I’ve been noticing that I can fast forward/rewind on certain types of video/audio files. I use Winamp and I’m trying to make my own videos using my digital camera. The problem is, I want to make the videos to where I can navigate forward or backward and on some video/audio files I have, they won’t let you go forward or back. Is this due to the type of file (ex: .avi, .wma, .wmv, etc.) or does it have to do with the type of software you use to make your videos. If the later is the case, I’ve been using Windows Movie Maker and the software that the Camera came with. Can anyone recommend which file types/software to use for making home videos and being able to scroll through them freely at the same time? Much appreciated.
