Making a smaller .vob file then even dvd shrink???? Anyone????

There is a program that keeps great quality, compresses a DVD into a smaller size the DVD shrink, and keeps the data as a .vob file, which is easily recognized by DVD playing programs. One problem...I have no idea what the name of the program is. Any takers??
