AVI-to-DVD w/ subtitles

So, could I possibly convert a japanese avi movie that I have the subtitles for into DVD format with the subtitles in it? And as long as the file fits on it... could I burn the DVD file onto a CD or no?

Please tell me the programs and stuff I should use... I’d much prefer free stuff =) thx in advance.
