DVD playback problems

I have a problem with playback. At certain times of video playback there seems to be scan lines that go across the screen then it continues on playing fine. It has happened on several DVD’s and at random times. The audio isn’t affected at all. I have tried everything that I can think of, I have lowered the bit rate enough to where it shouldn’t be a problem. I am using FinalCut4 with Quicktime Exporter and StudioPro 2. I appreciate anyones help to figure out why this is happening. Thanks.
