Windows Media Player supports MPEG, AVI, WMV,etc.

If you want to convert a DVD (ifo and vob files) to a single file, you should find a DVD ripper that includes merging functine.

Recommend the DVD Ripper to you.

I assume you mean you already have an MPEG-2 decoder (that is, you can already play the individual VOB files).
If you google for “merge vob files” (without quotes), the first two hits are VOBMerge and VOB Joiner. You can try those.
