64-bit computing is still in its infancy at this stage. 64-bit hardware is spreading, but 64-bit software is years behind. (It’s kind of like the 16-bit to 32-bit transition when we had Windows 95. The first 32-bit processor was the 386 (in 1985!!!) Windows 95 was hybrid 16/32-bit and didn’t come out until 1995! (Windows NT 3.1 (full 32-bit) came out in 93 though.) Windows Me still had 16-bit code in it! - it’s not until we had XP that everything (hardware, software for home, software for business) was 32-bit). Microsoft’s a bit faster this time around with 64-bit OS (XP 64-bit (2005) wasn’t too long after Athlon-64 was released (2003)), but it’s unclear how long it will take before the rest of the software industry catches up.
In the meantime, (so far as I can tell), current 64-bit OSes can still use 32-bit codecs and programs (I’m not sure since I haven’t gotten my hands on a 64-bit system with a 64-bit OS yet - feel free to disprove me if I’m incorrect).
The only codecs I’ve heard of being in 64-bit at this stage seem to be mostly open source (Xvid, x264), and people are hand compiling them (I’m not even sure anyone’s distributing binaries!)
The codecs you are asking for are really old and I doubt there’ll be any more development done with them.
If you REALLY want those 64-bit codecs, you can attempt to contact the companies that own the 32-bit versions and ask them to compile you a 64-bit version...

Microsoft MPEG-4: You *might* be able to find 64-bit versions in Windows Media Player 11. I downloaded the file (WMP11 64 for XP) and I can see these files:
mpg4decd.dll
mpg4dmod.dll
mp43decd.dll
mp43dmod.dll
The first two are likely for MPG4 (v1) and MP42 (v2), and the last two are likely for MP43 (v3). The dec are probably VfW codecs, and the dmod are DMO codecs. I have no idea if they’re 32 or 64-bits. Maybe you can tell or ask around. If they’re 32-bit, it’s unlikely Microsoft is going to support 64-bit versions then, because they have been phasing out Microsoft MPEG-4 in favor of Windows Media codecs and VC-1. (I know, because when I asked how to re-enable MP4S (Microsoft ISO MPEG-4 version 1) encoding in Windows Media Encoder 9, they wouldn’t help).
