Just a wild guess, but I think they probably meant “TMPGEnc (the free version from tmpgenc.net, not .com) is not *supported* freeware”. As in they just give it as it is, free of charge, but without warranties or guarantees or support. Their wording may sound odd, but if you look at the bottom it’s based on Japanese law. It might not translate perfectly.
