Windows Media 9

What does it mean when Windows Media 9 series says it is not compatible with 0x80040241? This happens when I try to open a video file that says its extension is in mpeg format. Sometimes it varies and says it is not compatible with 0x80040255 foe example. What must I do or download to open these files?
