JPGE#~ and MOVE#~ file extensions???

JPGE#~ and MOVE#~
I have a lot of pictures and videos that are near and dear to my heart that have ended up with these extensions and cannot be opened by anything I have found. They were originally .jpg and .mov and all my others still are but 4 folders worth just changed over and I desperately need a way to get them back. Has any one ever seen this and possibly know a way to fix it. Any help would be greatly appreciated.
I tried renaming a file to JPG and nothing.
I have a constantly updated version of Mcafee compliments of the Department of Defense and I have never found these files to be infected.
I can say one thing this is very frustrating being in Iraq and having corrupt pictures of your family that you cannot open.

Could you possibly tell me what that means? It looks like another language. Thank you!
