Try to use Mediainfo to be sure the video/audio codec. Then rename the extension from dvr to MPEG to see whether this can work or not.
Generally for some containter video formats, you can use this method to make it play well.

search this file dvr_to_ts.rar this convert to ts format and you can play this file with vlc media player on the pc.
