Could someone please explain .bin & .cue files, and why those are the only files inside of a .svcd folder. How can I convert this into media I can view on my PC? I have two players: WMP9 & Zoom Standard, + the MPEG2 codec (not yet installed!)
cue and bin files are raw cd image files, like iso. You would need a cd burning program to burn their contents to a cd, and I believe some programs like iso buster (? = not sure) can directly view and browse their contents. That’s about all I know.

A BIN is the CD image file and the CUE is instructions on how the BIN should be burnt (structure etc) to CD. The CUE is actually not needed because ISO Buster can just burn the BIN correctly anyway. You can make a CUE if ya want though, it’s just a a file with a bit of text (open it with Notepad to view).

With all that said, your BIN file is already in a format that can be played on the PC. Old school way to watch it is to mount the BIN using Daemon Tools, then watch it in your chosen media player:
My preferred way to watch the BIN is by using VideoLAN, since you don’t need to install the MPEG2 codec, and it’s quick to get up and running:

I am not able to play a .bin/.cue file on vlc player 0.82 . Audio is not playing but else its running. the file info is
