Help, what encoding config is better ?

Hello,

Im using a vulkano to record TV,

I can select different Recording formats and I would like your advise about what do you think is better?

I have doubts about these 2 configuration:
ALL Files are recorded in mp4 files format

CABAC YES
Resolution: 720X416
Bitrate: 2.911 kbps

CONFIGURATION B
Codec Profile Baseline@L1.3
CABAC NO
Resolution: 848X480
Bitrate: 2.437 kbps

which one would you choose?

A has more bitrate and use CABAC but worst resolution, and B has better resolution but worst bitrate and NO CABAC

advices please?
