Split DVD Video

I have some homemade videos made using a Canon Camcorder DC410, which is recorded in DVD Video format (MPEG 2). I want to split the DVD video file into separate files instead of having it by chapter. I also may want to combine chapters into one file. Any recommendations? I was thinking of Adobe Premiere elements? Will I suffer any quality loss if I split files and do not convert them?
