pal to ntsc

sup, my friend from europe sent me a minidv tape and i can play it on my sony minidv cam but when i try to play it on the tv it flicks like crazy, now when i try to send it to the pc via firewire using numerous apps that let you pipe DV video to you pc the apps won’t let me, is there any way to get that video on to a pc ? there must be a way cause i can watch it beautifully on the camcorder. thx.
