Inquiry bout certain audio editing software

I’m trying to edit a mp3 file..

Is there a way to turn off the singer’s voice in a mp3 file? So what is left is only the music.

This is because i have the intention of replacing the singer’s voice with my voice.

Is wavepad allowed to do this?
