Deinterlacing the NTSC video at 30fps with C language

Hello,
I am deinterlacing video captured from NTSC camera
I want to deinterlace the video which 4:2:2 YUV interleaved video. I am getting the deinterlaced video using average technique where I had taken average of 2 odd line & on even line to replace that even line, but not getting the required 30 fps. So I request to help me in doing so.....
