I have a 710 MB avi file(most probably encoded in divx) that I need to burn onto a standard compliant 700 MB Video Compact Disc(not DVD, good ol' VCD). So I need to do a conversion and a marginal compression. Can you guys help me out?

Just go to the home page and click on any link about converters.The “local” one is WinAvi a shareware and if your convertion is going to be bigger than 700 MB the software has a splitter for whatever size you want.My favorite is VOS DivX to DVD it’s very fast and also another shareware Cucusoft use search on this site and make your choice.VOS is a freeware.Here is a link: http://www.vso-software.fr/ but I understand you don’t have a dvd burner.
I do have a DVD burner, but few people have a DVD player(in Kolkata, that is), that’s why I need to burn it onto a VCD. I think to burn a VCD you need a MPEG-1 file(MPEG-2 for SVCD and MPEG-4 for DVDs, I wonder where MPEG-3 goes). So I need to convert a DivX .avi 710 MB file into a MPEG-1 file below 700MB with as little quality loss as possible. What will be the best solution?
Will those softwares you named(WinAVI etc.) be able to do this job? And if they are Shareware, will I have to pay for them?
