Downloaded movie codec...however sound in VERY slow motion?

Hi guys,
My nephew downloaded “to kill a mocking bird” as part on an english product, however there was an error message stating that a dolby digital codec needed to be downloaded.
So, I downloaded AC3 filter, and the sound worked...however the sound is in VERY slow motion. When the characters are talking, the voice over is very deep, slow, and slurred, (you know, the kind of noooooooooooo type style!)
Was wondering if anyone knows what is causing this, and what I can download to prevent this?

I have two ? 1.the problem of playing a movie on my computer
the words are faster or slow than the motion of the lips. 2.
I have a cd burner that uses nero but for some reason I can’t after upgrading to xp is there a way to correct this other getting a new burner.
